The Speech of His Highness Sheikh Sabah Al Ahmad Al Jaber Al Sabah in the 27th session of the Arab Summit in Nouakchott, Mauritania, on Monday 25 July 2016

 


In The Name of Allah


Praise is to Allah, and peace and blessings be upon our Prophet Muhammad, his family and his companions.

Your Excellency President Mohamed Ould Abdel Aziz, President of the Islamic Republic of Mauritania and the President of the Twenty-seventh session of the Conference of The Arab summit,

Your Excellency the Secretary General of the of the Arab League,
Excellences,
Al Salamo Alaikom Warahmatollah,,,

I am pleased to extend my sincere thanks and great gratitude to my brother His Excellency President Mohamed Ould Abdel Aziz and to the Government and the people of Mauritania for their constructive spirit and willingness to host our meeting in a short period of time, where we received the warmest welcome with generous hospitality and witnessed the distinctive preparation for this important meeting.

I also thank His Excellency President Abdel Fattah al-Sisi for his valued efforts and to the Arab Republic of Egypt on heading of the twenty-sixth session of the Arab summit and providing of ideas to support our joint Arab action, which formed a qualitative leap in its march. We also thank the Secretary General of the Arab League Ahmed Aboul Gheit, and extend our congratulations to him on his assumption of his duties wishing him every success.

I would also like to thank the General Secretariat for his continuous efforts in preparation for this summit.

I cannot fail in this regard to pay tribute to the big and distinctive efforts made by His Excellency the former Secretary General Nabil al-Arabi during his responsibilities which put a remarkable effect on the joint Arab work wishing him all the best.

Your Majesties, Highnesses and Excellences,,,

Our actions in this session is taking place while the Arab world is witnessing the continuation of difficult circumstances of serious events and rapid developments which undermined the stability of our region and wasted time and effort on the expense of our lands and the aspirations of our people, which added new dangerous dimensions of the challenges faced by our joint Arab work.

The situation is getting more dangerous in Syria, with increasing destruction, killing, displacement and human suffering of our brothers, despite the ongoing efforts of the international community, among which my country Kuwait had the honor of hosting three international conferences and co-chairs the fourth conference in support of the humanitarian situation in Syria.

The international community also simply watches the growing humanitarian suffering of the Syrian people, without being able sadly to reach of a political solution to put an end to this suffering, giving hope to the Syrian people, and contributing to save the world from the evils of terrorist acts which threatened the stability of the world and doubled its victims.

On the situation in Yemen, it was such a pain that the political consultations hosted by Kuwait for more than two months did not succeed in reaching an agreement ending this devastating conflict. However, hope is still tied on the parties involved in the resumption of those consultations to achieve the interests of their homeland and prevent the bloodshed of its people. The war today in this part of our Arab nation will only add to the situation more destruction, displacement, killing and threatening of our homeland unity.

Your Majesties, Highnesses & Excellences,

The situation in Iraq, Somalia and Sudan remains a major concern and a source of threat to our security and stability. Our brothers in these countries are suffering a lot, and facing serious challenges which call us all help and support them in order to put an end to their sufferings.

In this regard, I'm pleased to announce the State of Kuwait's intention in organizing and hosting an international conference to support the education in Somalia to contribute with them in the provision of education, which will bring them the desired stability and development.

Regarding the peace process in the Middle East,

The Israeli intransigence still preventing the achievement of the desired lasting and comprehensive peace in accordance with the international legitimacy decisions and the Arab Peace Initiative.

In this regard, I would like to commend the efforts of the Republic of France, which recently hosted an international conference on the peace process in the Middle East, on its own initiative expressing its keenness to achieve a new breakthrough for the peace process leading to a solution for this issue, which we hope will succeed.

Within the course of the support provided by the State of Kuwait for the brothers, we are currently working on hosting an international conference around the Palestinian children sufferings, to highlight Israeli practices in violating of international conventions and norms on children rights.

About the relationship with Iran,

The success of any constructive dialogue requires the provision of appropriate conditions by Iran respecting the rules and norms of the international law related to good neighborliness and respecting states’ sovereignty and non-interference in its internal affairs.

Your Majesties, Highnesses & Excellences,

Terrorism that we all face remains a threat to our security and stability, and a cause to work with every possible effort to face its dangers. We know that it’s a fierce confrontation that requires concerted efforts of the international community to deter terrorist organizations and its criminal plans. We are aware that a comprehensive confrontation with all of the educational, cultural and religious dimensions is a responsibility of our countries as part of the international community with its official bodies and people.

In conclusion,

I reiterate thanks to all of you, wishing the work of our summit all the success.
