Your Majesties, Highnesses and Excellences,,,
Your Excellency UN Secretary General,,,
Your Excellency AU Commission Chairman ,,,
Your Excellency Secretary General of the League of Arab States,,,
Al Salamu Alaikom Wa Rahmatu Allah Wa Barakatu,

I am pleased at the outset to extend my gratitude and thanks to His Excellency Mr.Teodoro Obiang and to the Government and people of Equatorial Guinea for the kind invitation and warm hospitality with excellent preparation which will contribute to the success of our work.

Your Majesties, Highnesses and Excellences,

Our blessed meeting today comes after three years of the presidency of my country for Arab-African summit at its third session that was held in Kuwait, during which we seek to expand and consolidate our relations, and to link our common interests so that we can achieve sustainable development to ensure the exploitation of our natural resources optimally, providing hopes and aspirations and the creation of appropriate job opportunities for our peoples. It was the Kuwait Summit logo was “partners in development and investment." We turned it into the reality by announcing the initiative to allocate one billion dollars for investment projects in Africa and another billion as soft loans for development projects.

Our announcement of the allocation of the award on behalf of the late Dr. Abdulrahman Al-Sumait for Development Research in Africa, comes to reflect our commitment to achieve what we seek of encouraging and supporting scientific research on the continent in the very important areas of food security, health and education, of we celebrated yesterday on the sidelines of this historical summit the distribution of 2015 and 2016 awards in those fields.

Your Majesties, Highnesses & Excellences,

My country Kuwait went a long way in the path of implementing its initiative which was announced during the third summit in collaborating with the World Bank, and with China Development Fund to invest in Africa in this regard, where it has been dealt with some friendly African countries for loans to finance developmental projects.

We are convinced of the importance of striving to work together on the African continent to be a major part within the economies of the world's most promising system. At the same time, we realize that this will only be achieved through attractive investment environment for the foreign investments and interacting with it. Also, it will be achieved to us too only by activating the concept of true partnership and striving to achieve the integration among our countries.

Your Majesties, Highnesses & Excellences,

We are facing a political unrest, security challenges and economic crisis influenced by our Arabic African surroundings. As a result of the unrest and the challenges some of our countries faced difficult and accurate situation which reflects on our stability and disrupted our ability to achieve the required rates of development. This calls us to strengthen our communication and continuation of our meetings and to search for our true issues to avoid the repercussions of the unrest and challenges in order to maintain the unity of our homeland and the safety of our communities and to avoid our countries from any foreign intervention in order to support our security and stability.

In Conclusion,

I renew my thanks to you all wishing to the work of our summit all the success affirming Kuwait's support to the Kingdom of Saudi Arabia's request in hosting the fifth summit, which will be a great addition because of the international prestige that the Kingdom enjoys.
