Speech of His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah in the Twenty Sixth Arab Summit held in the Arab Republic of Egypt, 28 March 2015

Praise be to Allah, lord of the universes, and peace be upon Prophet Mohammed, his family and his companions.

Majesties, Highnesses and Excellencies,
His Excellency, Secretary General of the Arab League,
Ladies and Gentlemen,

Assalamu Alaikum Wa Rahmatullahi Wa Barakatuh,

In the beginning, It pleases me to express my thanks and gratitude to President Abdul Fattah Al-Sisi and the Egyptian government and people for the warm reception and hospitality, and for the distinguished preparation for this important conference, which will hopefully participate to achieving our anticipation of the meeting today. I also thank H.E. the Secretary General of the Arab League, the Assistant Secretaries and the Secretariat for their appreciated efforts exerted during the presidency of my country Kuwait of the twenty-fifth session of the Arab Summit, which assisted us in the materialized achievements. We highly appreciate their efforts in preparation of this session.

Majesties, Highnesses and Excellencies,

The period before holding the twenty-fifth session of the Arab Summit was very precise and complicated one, and our joint Arab action passed its worst and most difficult phases, with lesser chances to hold that session. However, we were more persistent to hold the summit, with the support and aid of our brothers, which enabled us to continue our work and finalize the arrangements for holding the summit. The meeting was the first periodical summit in Kuwait, during which we discussed our conditions and the hindrances before our joint work. We managed, with the help of the Almighty, to reach decisions that enhance such action, and mechanisms that enable us move within the frame of our presidency of the summit. This all was in coordination and cooperation with you all in an attempt to set a mechanism of addressing our issues from an new prospectus that overlooks the hindrances of the past. As we all notice, the political condition in the Arab world is becoming worse and more complicated, either through the escalation of the situation in Libya or the security deterioration in Yemen. However, we trust that the distinguished leadership of His Excellency President Abdul Fattah al-Sisi shall put all the potentials of Egypt in service of the issues of the Arab nation.

Within the frame of the powers entitled by such presidency, Kuwait made unremitting efforts via presiding some Arab delegations in visits to Somalia, Lebanon, and Iraq in an attempt to provide Arab support and emphasize this in their exceptional conditions. This was in implementation of the decisions we reached and in materialization of what we anticipate of activating joint Arab action.

Majesties, Highnesses and Excellencies,

It is over four years since our Area entered a new phase of chaos and instability, which some people called “Arab Spring”, which hit our security and undermined our stability, and forced us into complicated considerations, with illusions of some parties of drawing a new geography of our area. This made us suffer a sharp retract in development rates, and a notable retard in the level of our advancement.

We are required to face such challenges through collective effort, solid unity, and rising over controversy and differences, within a framework of joint Arab action that saves our regional security, and meets the ambitions of our peoples.

Majesties, Highnesses and Excellencies,

Terrorism, with its subversive ideas, deviant behaviors, rouge ideology and shameful actions, comes as the major challenge we face, together with the whole world. Areas of tension and conflict participated to the existence of terrorist organizations, which used such countries as their basis of planning and executing such destructive plans. International community's failure to confront the hot spots led to the creation of an atmosphere that incubates those schemes. It is painful in this regard to see that the more the conflicts and people suffering from them increase, the more the inability of the international community and its mechanisms for addressing them.

Let me confirm here that our efforts to combat this dangerous phenomenon should be comprehensive, stemming from a strategic thought realizing that confrontation is both a thought and a doctrine, in all meanings of these words and in all aspects of the confrontation behavior, in order to enable us immune our peoples and countries against the perverted and destructive thoughts of such groups.

Majesties, Highnesses and Excellencies,

The humanitarian crisis in Syria enters its fifth year, claiming hundreds of thousands of lives and millions of displaced and refugees, with dangerous security consequences, not only for the region, but worldwide.

The conflict in Syria shall not be settled but through a political solution that gathers all parties, and achieves consensus among them, guaranteeing Syria its sovereignty, unity, restoring its stability, and meet the legitimate demands of its people.

Being aware of the size of the crisis of the Syrians, and the fraternal responsibility, we approved the request submitted by the UN Secretary-General Ban K-moon to host the third international donors’ conference to support the humanitarian conditions in Syria on the 31st of this March.

I invite you from this platform to participate actively and generously in this conference, which we hope shall achieve its anticipated objectives, in order to be able to help and support the Syrians in this destructive conflict.

Majesties, Highnesses and Excellencies,

The Palestinian issue and the peace march in the Middle East remain a file we carry in all our bilateral, regional and international meetings as a priority. We seek to resolve this issue by the establishment of a Palestinian state with its capital in Jerusalem, as stipulated in the international legitimacy and the Arab peace initiative, in order to put an end for the suffering of the Palestinians. We shall not enjoy security and stability as long as this issue remains unresolved.

Majesties, Highnesses and Excellencies,

In view of the tragic rapid developments taking place in Yemen we call upon the international community not to continue to stand idly toward legitimacy violation and military imposing reality, and to rapidly move to save such legitimacy which is being grossly ravished by military force. We call upon them to also conquer the attempts to dominate all the resources of Yemen by one single component. We are all required, before it is too late, to set a limit for all this and to take the practical actions that provide support for the constitutional legitimacy represented by President Abed Rabbo Mansour Hadi, and committing to Gulf initiative and its executive mechanisms.

Majesties, Highnesses and Excellencies,

We express our satisfaction for the accomplishments of the Iraqi government on the course of restoring security and stability. We confirm our full support to it in achieving this goal, and our trust in the ability of the Iraqis to surpass the difficult conditions they suffer. We will be always ready to assist them and cooperate with them in confronting these conditions.

About the developments of the situation in Libya, we express our concern about these developments and their implications for countries of the region. We stress the need for collaborative efforts to find a solution for this conflict to stop blood shedding and restore security and stability to Libya.

With respect to Iran's nuclear program, we call upon Iran to respond to the international efforts on its nuclear program, to dispel doubts of the international community.

In conclusion of my speech, and at the end of the presidency of the State of Kuwait to the twenty-fifth session of the Arab Summit, I am glad to ask the permission of your esteemed council that His Excellency Abdel Fattah al-Sisi, President of the Arab Republic of Egypt receives the presidency of our session, wishing His Excellency every success.
