Speech of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah during the opening session of the consultative meeting of the Supreme Council of the Gulf Cooperation Council, Riyadh – Kingdom of Saudi Arabia, Wednesday 5 May 2015


In the Name of Allah, the Most Merciful, the Most Compassionate


Praise be to Allah, and peace be upon our Prophet Mohamed, His family and all His companions,

His Majesty the custodian of the two holy mosques King Salman Bin Abdul Aziz Al-Saud, King of the Kingdom of Saudi Arabia,
His Excellency, Secretary General of the GCC of the Arabian Gulf States, Dr. Abdul Latif Al-Zayani,

We meet today, in the first summit of our esteemed council after we have lost a dear brother and inspired leader, the late King Abdullah Bin Abdul Aziz Al Saud, who participated, through his wisdom, foresight, and generosity in the materialization of great achievements for his people, and for both his Arabic and Islamic nations. May Allah have mercy upon him, and rest him in peace in the heavens.

Today we welcome his successor the custodian of the two holy mosques King Salman Bin Abdul Aziz Al Saud. We are quite sure that his leadership to his country shall form a great and important addition, out of his foresight, his well-known keenness, generous giving, and rich experience, most clear evidence of which is his keenness to hold this meeting and keep its continuity.

I would also like to express my sincere congratulations to His Royal Highness Prince Mohamed Bin Nayef Bin Abdul Aziz Al-Saud, the Crown Prince, and His Royal Highness Prince Mohamed Bin Salman Bin Abdul Aziz, the Deputy Crown Prince for the trust of the Custodian of the two holy mosques King Salman Bin Abdul Aziz, by selecting them as Crown Prince and Deputy Crown Prince, and swearing allegiance to them, wishing their Royal Highnesses all the best to continue their usual liberality in serving their country.

We also thank God Almighty for the return of His Majesty Sultan Qaboos bin Said, Sultan of Oman to his homeland safe and sound, and pray to Allah Almighty to perpetuate His Majesty’s continued good health and wellness to continue his good march of construction in his homeland and serving its people.

Majesties and Highnesses,

Our Gulf house proved a great deal of toughness in dealing with serious and unprecedented political and security events and conditions. Its leading experience was the focus of everyone’s attention, and subject of admiration and reverence. Our council managed, through the wisdom of its leaders, to play an effective role, not only on the level of our Gulf area, but exceeded it to the regional and international level. This edifice represents an active and influential dimension in the course of international events. The states of the council effectively joined the international community in its alliance to fight terrorism and the attempt to restore stability in Iraq. They also played an effective role in the attempt to find a solution for the crisis witnessed by the Syrian people, in addition to their role and participations on all levels and in all fields. They participated with the international community’s efforts, supported its decisions, and were active in the efforts aiming at the revival of the peace process in the Middle East, and influencing the permanent members of the Security Council in this regard.

Our esteemed council demonstrated its ability not only to mobilize international efforts and support, but also in its direct action of military operations launched in Yemen to maintain legitimacy, and the security and stability of its states.

Through its recent action to confront the threats targeting our countries, our council demonstrated its ability to interact and affect, within the course of defending its being.

The vital and effective role played by our council on all regional and international levels formed an addition to its position, and a new outset that demonstrated our great capabilities on all political, economic and military aspects.

The recent developments and events in our region decisively reflected the toughness of this experience, which we are proud to be part of. We must work to strengthen and consolidate this experience and to bring it to what is consistent with the statute, in activation of our joint decisions, in order to reflect the aspirations of our peoples of reaching to the phase of a union based on solid foundations and well-studied steps that guarantee its continuity and protection. This will allow us to enter into a new phase that gives us further coherence and cohesion among our peoples and make this experience more closely related to their hopes and aspirations.

Majesties and Highnesses,

The world received with optimism the news of reaching a framework agreement between the 5+1 Group on the one hand, and Iran on the other hand, which was reached in Lausanne recently. In this regard, we share the world its optimism and welcome this agreement, looking forward that the two sides sign the final agreement, which was announced, as schedule at the end of next June.

We emphasize here that our concern is legitimate, and that our fears are justified regarding the repercussions of the Iranian nuclear program. We hope that the final agreement dispels our anxiety and fears and to see the Iranian behavior in the region reflecting the spirit of this agreement.

Majesties and Highnesses,

Our meeting comes 4 days before the invitation directed to us by His Excellency President Barack Obama, President of the United States of America, to meet with him in Camp David to consult with him about various developments in the regional and international arenas.

The challenges we face today require collective effort and cooperation with brothers and friends to be able to address them and fortify our countries against them. This kind invitation represents an opportunity to meet and exchange views with a strategic ally and a permanent member of the Security Council, a key player in international politics, and one of the largest economies in the world.

We must invest our meeting today in the formulation of a Gulf unified paper to be discussed in this meeting, in which we determine the risks, and embody the challenges, where frankness is a title, and openness is the content. This paper should be a statement that draws a common vision for confronting such challenges from a Gulf perspective via consulting with our strategic ally, to increase the maturity of our vision, to form a unified strategy that reflects the depth of our Gulf experience as well as its recognition of the magnitude of the challenges we face, and to emphasize that this Gulf entity enjoys mature thought, profound awareness, and strong action.

In conclusion,

I would like to reiterate my thanks to the Custodian of the Two Holy Mosques, to His Excellency the Secretary General of the Cooperation Council, and the Secretariat, wishing out meeting all the best.
