Humanitarian Situation in Syria, Kuwait - 30 January 2013

At the outset, it pleases me to welcome you in the State of Kuwait , and to thank H.E. the Secretary General of the United Nations Mr. Ban Ki Moon on his initiative, to convene this important high level conference of donors in support of the humanitarian situation in Syria.

This Meeting is convened in the context of the vigorous international efforts to help in alleviating the humanitarian suffering of the brotherly Syrian people, in light of a crisis that has been going on for more than twenty two months now. I greatly appreciate your answering of this call and wish the conference success.

Your Majesties, Excellencies and Highnesses,,,

My country’s hosting of this important meeting, comes as a result of cooperation and coordination with the United Nations, and a response to a valued initiative put forward by His Excellency the Secretary General of the United Nations, Mr. Ban Ki-Moon. It also emanates of my country’s belief of the need to support all the international Endeavour’s and efforts exerted to face up to the challenges and perils that threaten global stability, and destabilize the economic and social conditions in numerous countries of the world.

While we note for the Secretary General of the UN, following the increasing complexity and gravity of the developments in Syria, that he appointed HE former Secretary General Kofi Annan and HE Lakhdar Brahimi, as his senior representatives to work on contacting with all parties in Syria and influential regional countries , and that this appointment, because of its importance, was also adopted by the Arab League to make them both Arab and UN envoys, We deeply regret the lack of success of all their sincere efforts and his ideas and plans, which if approved would have stopped the suffering and pain of the Syrian people and its escalation to this horrible level that we are currently witnessing.

Our conference is also being held, while the humanitarian catastrophe in Syria is witnessing continued escalation. The numbers are dead are multiplying, and destruction has become the main feature of every neighborhood in Syria, without exception.

The alarming reports, the horrible numbers, and the documented facts that are being transmitted by the specialized international agencies, and which we follow with total sadness and sorrow, give us reason to fear for the future, security and the territorial integrity of Syria and its brotherly people, as well as for the security and stability of the region.

We were terrified by the latest report of the United Nations High Commissioner for Human Rights, which confirmed that more than sixty thousand innocent victims of men, women and children have fallen dead, and that the numbers of missing persons, detainees and injured have multiplied and have reached several hundred thousands, in addition to more than 600,000 refugees in the neighboring countries, who are suffering tragic living conditions under harsh weather conditions.

Here, I cannot but praise the efforts exerted by the countries, hosting the refugees. The Hashemite Kingdom of Jordan, the Republic of Lebanon, the Republic of Turkey, and the Republic of Iraq, for the enormous humanitarian and relief services they provide to the community of refugees. We also commend the great efforts exerted by the United Nations High Commission for refugees, the office for the Coordination of Humanitarian Affairs, as well as the other international organizations and agencies that are active in the field, which all falls within the humanitarian and noble framework of the United Nations Organization, and its international agencies, that are specialized in this field. However, the gravity and the magnitude of the disaster, require the uniting of efforts in one integrated international endeavor, as well as the coordinating the provision of humanitarian aid to our Syrian brothers, inside and outside Syria, that will fulfill their basic needs of shelter, food, and clothing.

The contents of the latest report of the United Nations Food and Agriculture Organization about the situation of the agricultural sector in Syria, underscores the gravity of the disaster. The report confirms that the infrastructure of the agricultural sector in Syria has suffered great damage, and its restoration will necessitate a great deal of time and effort, and wherein Syria’s production of wheat has fallen to less than 50%, also the farmers there are unable to harvest the remainder of their crops, due to lack of security and exhaustion of fuel. This redoubles the humanitarian tragedy and deprives these farmers from their livelihood.

The facts and figures place huge responsibilities on our shoulders, and prompt us to work with the utmost ability possible to confront this disaster, rush to prevent the bloodshed of our brothers, and preserve whatever is left of their country’s infrastructure.

The reason for this humanitarian tragedy, the alarming facts and the painful reality is the regime’s disregard for the just demands of its people, its refusal to accept the regional and international initiatives that seek to end this tragedy. What also multiplies the suffering of the Syrian people, is that there are no initiatives on the horizon to stop the bleeding and put an end to the sorrow of a people that have suffered displacement.

The United Nations, and particularly the Security Council, which is the body commissioned with the conservation of international peace and security, are required, after almost two years have passed since the beginning of this crisis, to hurry to unite their ranks and overcome some of the disappointing positions, to find a quick solution for this tragedy.

From this rostrum we faithfully appeal to the members of the Security Council to put in their minds the daily suffering of the Syrian people and the pain of its refugees and dislocates in their consciences, while discussing the developments of this human tragedy, and put any other considerations aside when making their decisions, as history will stand judgment on the Security Council's role in this tragedy.

Over and above the distinctive and vital role that the United Nations and its various agencies, programs and funds play, and with all the international humanitarian flash appeals by the United Nations and others international organizations, to provide emergency relief aid to the Syrians people , it has become incumbent upon us to double the efforts to give more, as well as to mobilize the maximum amount possible of humanitarian aid and financial resources to fulfill the required needs. Your support today for this conference, and your contributions, shall definitely be a crucial factor in alleviating the suffering of our Syrians brothers.

The State of Kuwait, its Government and people, have not spared any effort, since the eruption of the crisis in Syria to provide humanitarian aid to the brotherly Syrian people, through its official and popular institutions. It has also taken every measure to support them inside and outside Syria, by Kuwaiti Associations specializing in relief and medical work. The total amount of contributions provided is almost 60 million dollars.

In view of the tragic conditions that our Syrians brothers suffer from and departing from our belief in the importance and the need to see the workings of this international gathering succeed. It is my pleasure to announce the contribution of the State of Kuwait in the amount of 300 Million U.S dollars, to support the humanitarian situation of the Syrian people. Hoping that we can all convey to the Syrian people a message that the international community stands with them, feel their suffering and will not abandon them in time of crisis.

In conclusion, I cannot but thank His Excellency, the Secretary General of the United Nations Mr. Ban Ki-Moon and his aides, for all their efforts to see this important meeting culminate in success. I pray to the Almighty to put a quick end to this humanitarian tragedy, so that peace and stability will return to every part of Syrian and to help us achieve our noble objectives.
