God Almighty has Spoken the Truth


Praise be to Allah and peace and blessings upon His Prophet Mohammed and His Family and companions,

I greet you all, and I pray to God you all be in best conditions,

I am obliged to talk to you today after the Constitutional Court issued its long awaited rule that witnessed differences in opinions, and fostered an atmosphere of anxiety and tension in the country.

A bright important fact showed by this historical judgment, is that Kuwait is a state of institutions governed by the Constitution and law, no power tops on the power of truth and justice. Its people are keen to resort to the judiciary in the time of their differences, and commit to the constitutional channels and framework which is a feature of civilization and a victory for Kuwaiti democracy that everyone has to be proud of.

Today I repeat to you what I have said earlier that I accept willingly the Constitutional Court ruling whatever it might be, and I call on all citizens to respect and comply with it and respect the judiciary to uphold its status, and to commit with our constitution which is what we always maintain with God's help.

I had directed the Council of Ministers to follow the procedures of its implementation,

Now, after the judiciary final ruling, we have to leave this issue behind and continue our journey in reforming and developing being aware of this experience lessons.

Allah says, "It may be that ye dislike a thing, and Allah brings about through it a great deal of good".

The first of these lessons is to confirm that what the country witnessed was a bitter experience which Kuwait has safely overcome with thanks to God.

Because we assume good intentions for all brothers' citizens and we cherish their opinions where they clung to their principles and endured their responsibilities to express their opinions and attitudes, we seek an excuse for those who were enthusiastic and deviated from the right. We ask God for them right guidance.

I would also like to extend my thanks and appreciation to the head and members of the National Assembly as they have exerted sincere efforts in carrying on their responsibilities and their national duties and for the achievements they have accomplished. We invite everyone to commit to Islamic values and its tolerance teachings and to show the good manners of our parents and grandparents, their tolerance and compassion, cooperation and unity, chastity of the heart, hand and tongue, and I call everyone to return to Kuwait national unity, the fortified shield of Kuwait that encompasses all its sons.

I am from my position as an administrator and a father of all carrying their concerns and working hard for their well-being. I witness God that I do not hold any grudge or hatred for anyone at all. The sympathy of the Governor and the unity with his people is a central feature inherited in our Kuwaiti society. We adhere to it over generations.

Brothers and sons,

Democracy is our destiny and our choice which we made on the basis of Al-Shura which is inherited from one generation to another, and on the Constitution placed by our people's representatives that its provisions of which were whole heartedly drafted through dialogue, compatibility and understanding and which was approved by consensus.

Democracy that lives in the developed societies was not achieved with one step and did not come overnight, but came after a long series of experiences and practices and our Kuwaiti society is not an exception from other societies, and we all have a responsibility on maintaining and developing our democratic system in order to achieve our hopes and ambitions to improve our country and raise it without the domination of a class or a group control and marginalizing others, but to ensure the representation of all Kuwaiti society levels and to promote the popular participation and to establish the culture of dialogue and consensus, acceptance of difference and pluralism, respect other's opinions, to reject violence and extremism, militancy and intolerance, and to get away from personalism and interests, care about good speech without demonizing other dignities, and to make Kuwait's highest interest above all. This is the practice of a healthy democracy that we aspire to reach and working to achieve. Development of democracy must be through dialogue, consensus, understanding and consultation that serve the interests of the country and citizens. We have to work seriously on rationalizing our democratic practice until we achieve the hoped goals and objectives.

If we are proud of our comprehensive Constitution and keen in protecting and maintaining it, we must be committed to all its provisions literally and spiritually. Also we are proud and cherish of our impartial and fair judiciary that we resort to it in all the disagreements as a well-established governing reference. We must respect and support the authority and to be sincerely committed to all its provisions and always work to maintain its usual high stature as these provisions are an integral unit and we have no choice but to accept, respect and commit with their implementation.

Dear brothers and sons,

Once again during the crisis, Kuwaiti people have proven their selves, their loyalty to their country, and their commitment to the interest of Kuwait and the protection of its security and stability by rejecting sedition and division invitations and renouncing disorder and hatred votes and stacking to its national unity around their leadership.

Brothers and sons,

I won't hide the feelings of anxiety of what has emerged recently of reprehensible manifestations and practices in our society, carrying abhorrent sectarian soul which would lure the fire of intolerance and extremism, and fabricating reasons of a destroying sedition which every loyal Kuwaiti rejects and condemns. We will not allow our country to be an arena for sectarian conflicts, nor the sedition to spread in our coherent society.

Everyone knows our firm commitment to our initiatory positions, and the volume of sacrifices and positive efforts provided by Kuwait in order to support our brothers the Arabs and Muslims, and support the principles of right and justice. We pray to God to enhance the right, support the oppressed, stop the blood sheds of our brothers the Arabs and Muslims and saves human dignity everywhere.

We are keen to maintain our constant positions and adhere to our national gains and protect the freedom that we are enjoying to in order to reflect the shouldered liability and preserve the supreme national interest.

My brothers and sons loyal people of Kuwait,

The security of Kuwait is a sacred duty with no leniency or indulgence in. It is on the top priorities and interests. There will be no buildings or developments, services or schools or hospitals in the absence of security. Know that protecting the security of the country is the responsibility of all and duty of everyone. It is a trust that requires awareness, wisdom and accountability and to put the supreme national interest above all.

The first priority at the current stage is to protect our country from the surrounding disasters, and maintain its security and stability, and to protect it from surrounding crisis and conflicts that burn countries, and spread destruction and devastation where hundreds of innocent people are being killed and wounded everyday and millions of homeless abandoning their homelands for safety. Allah Says:


"...And Allah puts forward the example of a township that dwelt secure and well-content:
its provision coming to it in abundance from every place, but it denied the Favors of Allah. So Allah made it taste extreme of hunger and fear, because of that which they used to do"

By looking at the crisis around, we thank God for the safety and security, stability and peace, and decent living that bestowed on us. We pray to our Almighty God to preserve Kuwait as always secured and protected country, and to protect its people from any harm.

Dear brothers and sons,

A long way of difficulties and challenges are ahead of us that must be faced and overcome in order to achieve our national goals.

Yes, the way is long and hard, and the challenges are great at various levels, but with the help of Almighty God and the determination, cooperation, and solidation of Kuwaitis we will be able "In Shaa Allah" to succeed in achieving goals.
