Praise be to Allah and peace and blessings on His Prophet Mohammed and His Family and companions,

Your Highnesses and Excellencies,,,
Sons and Daughters,,,

Al-Salam Alaikom Wa Rahmatu Allah Wa Barakatuh,,,

I am pleased to meet you at the opening ceremony of your seventh conference of heads of diplomatic missions of Kuwait and to share this assembly to which I am bound through a long history I experienced with dear sons and brothers. Undoubtedly, it is also a great opportunity to meet your brothers the officials in the Ministry of Foreign Affairs and other ministries and institutions in the country to exchange the views and discuss the obstacles that you face and find ways to improve your diplomatic work in order to achieve objectives and goals that we all seek, to achieve the best interests of our beloved country.

Sons and Daughters,

This conference is being held in a special condition of international and regional political circumstances, some of which represent unprecedented challenges with which our region was the most affected. In addition, the world economic crisis impacts the rest of the world putting us in front of a political and economic reality that has no room but for hard work and utmost sense of responsibility.

You are called to convey to the world the bright image of Kuwait, the peaceful country proud with the ambitions of his sons, seeking always to share the international community in efforts to promote peace between peoples and to achieve partnership with different countries in the fields of development and construction and to contribute with the international community in resolving many conflicts that threaten peace in the world, and to participate in the efforts to eliminate terrorism and combat poverty, disease and lack of food, water and energy, and to achieve sustainable development and investment in human and to grant double attention to women rights and their role in the society to match their honorable status.

The activity of Kuwait Fund for Arab Economic Development and Kuwait contributions in the international institutions is the brightest evidence for this approach, and our recent call for ACD is only a reflection of our conviction of the importance of building bridges of cooperation between Asian countries, enhancing work amongst them and taking it toward wider horizons to achieve a common interest between the countries of the continent.

You have to extensively use media and the diplomatic action to highlight the bright image of Kuwait and to underline the high level of national unity and democratic life we enjoy, are proud of and adhere to, on the basis of constitution, justice and human rights respect.

We are facing several challenges in our economic course, perhaps in the forefront of which is our dependence upon a single source of income, which is neither reassuring nor safe in dealing with the burdens and responsibilities that we should afford to improve our country. And through your presence in various countries around the world you should transfer the experience of other countries in the area of diversification of income sources and research in the fields of renewable energy to benefit from them in developing a strategic partnership with the rest of the countries.

Sons and Daughters,

Long ago, we launched our approach in economic diplomacy out of our belief that it will bring us higher interests that we seek for our economy and will allow us multiple horizons to interact with other world economic outcomes. It is neither reasonable nor acceptable to see such rapid economic developments worldwide, and not interact with them through economic diplomacy and providing all elements of success needed for it. This imposes upon you the task of explaining the economic transition pursued by the government and to highlight its steps taken in legal and legislative fields and beginning to implement a package of major development projects aimed at providing trade and investment opportunities for the private sector and foreign investors.

Sons and Daughters,

You are entrusted with Kuwait’s diplomacy, and have to support its success requirements by the embodiment of governmental policies and taking care of the interests of its citizens. You have to keep in mind that this diplomacy with its enlightened and civilized values and concepts represent the first line of defense for Kuwait’s security and its interests, and that the success that you have achieved through your diplomatic journey is a form of appreciation and praise that doubles your responsibilities, and puts you in front of further outstanding entitlements yet to be fulfilled. In this regard, we applaud the efforts of H.E. the Deputy Prime Minister and Minister of Foreign Affairs Sheikh Sabah Al-Khaled Al-Sabah and his continuous eagerness to improve diplomatic affairs.

Sons and Daughters,

The rapid developments in our region and the challenges that we face today confirm that our joint GCC work is an irreplaceable option that we should work to support and promote in all areas. Through your diplomatic work you have to show GCC unified stance, and the role of Kuwait and its active participation in Arab, Islamic, regional and international issues.

We ask Almighty God to guide you for the good and sublimity of your country Kuwait and success of your conference.
