Speech of His Highness Sheikh Sabah Al-Ahmed Al-Jaber Al-Sabah, the Amir of Kuwait, in the opening of the Thirty Fourth Session Of the Higher Council of the Cooperation Council of Arabian Gulf Countries Kuwait – 10th December 2013


In the name of Allah, The Most Merciful, The Most Compassionate


Praise be to Allah, and peace be upon Prophet Mohammed, His Family and His Companions,
Your Majesties and Highnesses,
Your Excellency the Secretary General,
Your Excellencies,

Peace and Blessings of Allah be upon you all,

It pleases me, at the outset, to welcome you all in your second country, Kuwait, as dear brothers among your people, and to thank you for responding to our invitation to attend this session.

I wish to sincerely thank my dear brother King Hamad Bin Essa Al-Khalifa, the government and people of the Kingdom of Bahrain for their excellent hosting of our previous session and the follow up of His Majesty's of the session's work.

I also wish to welcome His Highness and dear brother Sheikh Tamim Bin Hamad Al Thani , Amir of the State of Qatar ,wishing him all the best. In this post, I recall the outstanding role of His Highness and dear brother Sheikh Hamad Bin Khalifa Al Thani, in enhancing the course of our common gulf work, wishing His Highness good health. I wish to also welcome His Excellency Marzouq Al-Ghanim, Head of the National Assembly and Head of the current session of shura, Parliamentarian and National Councils of GCC Countries. I further welcome brother Ahmed Al-Asi Al Garba, Head of the National Coalition of Syrian revolutionary and Opposition Forces.

I cannot fail in this respect to congratulate our brothers in the United Arab Emirates on the deserved wining of Dubai City to organize Expo 2020 exhibition. This expresses the high international status obtained by Emirates, and the vast expertise of the Emirate of Dubai in organizing such international exhibitions.

Your Majesties and Highnesses,

We managed to prove to the whole world that the blessed march of GCC cooperation council, with all the indications, is capable of steadfastness and communication for serving the peoples of the council.

A closer look at the surrounding circumstances, both regionally and internationally, clearly assures the importance of our meeting today, and the need to consultation, and exchange of views, concerning such circum stances, and their consequences upon our area, in a manner that fosters our solidarity, and enhances the steadfastness of our unity.
Our meeting reflects our sublimity, and our cooperation reflects our power.

Your Majesties and Highnesses,

We commend the efforts of the American Administration to re-launch the peace negotiations. In this concern, we reassure that the region shall not enjoy peace but through Israel's application of the resolutions of international legitimacy and the Arab Peace Initiative, and the establishment of the viable free Palestinian State.

Your Majesties and Highnesses,

The humanitarian catastrophe in Syria is still running, and this calls upon us to double our efforts, and our work with the international community; particularly the Security Council, which is, unfortunately, incapable of shouldering its historical responsibility in putting a limit to this humanitarian catastrophe.

We in the state of Kuwait feel the agony of our brothers, and strive to heal their wounds, and provide livelihood for them.

We responded to the call of the UN Secretary General to hold the Second Conference for Supporting the Humanitarian Situation in Syria, which is scheduled to be held in the state of Kuwait in mid-January 2014. From this platform, I call upon you to actively participate, as you always did, in aiding our brothers.

I received a letter from His Excellency Abd Rabbo Mansour Hadi, President of Yemen, thanking you for your care and attention his country receives from GCC countries, explaining the difficulties and challenges faced by Yemen, and requesting the political and economic support to face the requirements of the coming phase. I am quite sure that you will continue your support to brothers in Yemen , to achieve security and stability anticipated by this country.

Your Majesties and Highnesses,

The GCC countries expressed their comfort for the preliminary Geneva Agreement concerning Iranian Nuclear Program, anticipating its success that leads to a permanent agreement that saves the region the specter of tension.

In conclusion, I cannot but reiterate my thanks to you for responding to our invitation, praying to Allah Almighty to guide us to the sublimity of our countries, and the good and welfare of our peoples.
