Praise be to Allah and peace and blessings on the Prophet Muhammad, the Last Prophet and Messenger and his family and companions,

In the name of Allah, his blessings and guidance, we open the First Regular Term of the Fourteenth Legislative Chapter of the National Assembly, seeking His assistance and guidance.

Chairman and Members of the National Assembly,
Assalamu Alikom Wa Rahmatullahi Wa Barakatoh,

Thanks to Allah Almighty that we lived up to the Month of Ramadan, the month of mercy and forgiveness. I would like to congratulate you on the trust of the people of Kuwait, and to pray to Allah Almighty to bless your steps and guide you on the course of achieving hopes and anticipations entrusted to you, and assist you in shouldering this great responsibility.

Fortunately, the elections were accomplished, and the assembly met in the Holy Month of Ramadan, which historically witnessed fateful events and great and major breakthroughs, which were a cause of elevation and sublimity. We pray to Allah Almighty that this Assembly be a milestone in parliamentary performance, and a start of a new approach to political action based on upholding Kuwait interest above anything else, adhering to the teachings of our religion, the provisions of the constitution, and the constants of our society, as well as activating of positive cooperation between the National Assembly and the government to consolidate stability, and enhancing the state of institutions and the rule of law, starting the process of development and comprehensive reform, fighting corruption, and strengthening oversight and transparency, through the efficient practice of your constitutional role in oversight and legislation through objective discussion and debate, well mannered arguments and listening to all different views.

Our points of agreement are far much more from our discrepancies. I am quite confident that difference does not exceed the limits of attempts to achieve reform, for the interest of the country and the citizen. I am also quite sure that as Kuwaitis, we are capable of solving our issues, and address our internal matters. We should realize that this homeland should be kept safe, and should not allow intruders to temper with its components and peculiarities. We should not also allow our country to be an arena for conflicts and battles of other parties and reckoning. We have to be very cautious not to fall in disorder that will adversely impact our unity, and weaken our strength.

Through hundreds of years, our national unity has been the rock that shatters the ambitions of the invaders and aggressors, and the protecting fence of this good homeland against seekers of its harm. Today we see unrests plaguing countries everywhere, and the flames of sedition and civil wars burn communities. Therefore, we are in a dire need for our national unity to protect us from such disasters and calamities.

We are ahead of a difficult phase and serious challenges, that does not bear wasting more time and power, or indulging in useless debates, but needs every sincere effort, every source, and every building hand. It is needless to assure the inevitability of cooperation between the national assembly and the government to materialize required achievement, and anticipated reform. There should be concentration on the main pillars of this national project, including:

  • Reforming state administrative system, and upgrading its performance, being the tool for achievement. I also call upon the government to review work methodology and philosophy in different governmental authorities, as well as the concepts of public positions, toward the improvement of service levels, facilitating transaction processing for citizens, expediting work cycle, activating positive partnership with the private sector, and encouraging creativity and initiatives toward the desired breakthrough.
  • Rationalization of parliamentary work and straightening its practices in monitoring and legislation within the frame of the constitution, and the consideration of public interest, with the objective of enhancing the position of the legislative institution and activating its pivotal role. The Kuwaiti people expects your National Assembly to practice a serious and objective control, and staying away from malicious and personal and political disputes; a control that addresses imbalance, and holds accountable any defaulter or transgressor, and eradicate manifestations of looseness and default. Such responsible monitoring is not only a constitutional right for the MP, but also a national obligation and duty that requires support and assistance.
  • All means of national media should abide by a positive and responsible role.
  • Every citizen should bear his/her liabilities toward homeland, and to reflect positive abidance with their rights and duties.

Recent times witnessed good examples for the strict application of law in several governmental sectors, which were beneficial and fruitful, and which were thanked and encouraged by the Kuwaiti citizens. This requires expansion in application of law to everyone, without excess or negligence.

In this regard, the Anti-Corruption Commission was established, and enjoys full authority and necessary assistance and support, toward comprehensive reform. We hope it will succeed in performing its tasks, and to clean the country of, and protect it against, corruption. Fighting this destructive pest is not the responsibility of this commission alone, but a collective responsibility of everyone. We call upon you, the National Assembly, the Government and the citizens, to extend every possible assistance to this commission.

Reform is a national project that involves everyone in its liabilities and assistance. It aims at activating the willingness to change, provide its elements and requirements, and lead to the translation and materialization of the anticipated view, and meet the desired hopes and aspirations. Kuwait is the origin of our pride, and its sovereignty is the symbol of our dignity, and its goodness is the spring of our lives. We are ready to sacrifice ourselves for it to remain free and independent for incoming generations. Kuwait is calling us for all efforts to unify, all hands to unite, and all views to meet, in order to remain the country of institutions, constitution, the rule of law, the just and integral judiciary, the country of security, safety and prosperity, the land of compassion, tolerance, freedom and human dignity.

In conclusion,

At the end of this Holy Month, I pray to Allah the merciful, the compassionate, to accept our fasting, night prayer, and good deeds. I congratulate all the citizens and expatriates in this good country with the occasion of Eid al-Fitr, may Allah return it many times with good and blessings to all of us and to our Arab and Muslim nation.
