Assalamu Alikom wa Rahmatullah wa Barakatuh,,,

I am pleased at the outset to express my sincere thanks and gratitude to my brother the Custodian of the Two Holy Mosques for this kind invitation in the sacred house of God in light of the spiritual atmospheres and the days of blessing, heartedly anticipated by all Muslims, where prayers are answered, God willing, an invitation which confirms that the Custodian of the Two Holy Mosques feels the suffering of the people of the Islamic nation, the difficult conditions experienced by them his awareness of the magnitude of the challenges they face and his keenness to provide all what would excel our joint Islamic work to achieve what we desire of glory and the elevation of our Islamic nation.

I would like also to extend my sincere appreciation to my brother the Custodian of the Two Holy Mosques and the Saudi Arabian government and its people for the good reception and hospitality and on the good preparation for the success of our Extraordinary Islamic Summit, which comes in very critical and difficult circumstances experienced by the Muslim world.

Your Majesties, Excellencies and Highnesses,,,

The daily killing and destruction witnessed in Syria is a source of anguish and pain; unfortunately, it has become familiar to see scenes of orphan children, who lost their parents and abode, and sad mothers who bereaved their dearest, and cities that have become inhibited by ghosts due to the terror and destruction.

All of these scenes double our responsibilities before God the Almighty and before our people and our conscience, and calls us to move without delay to put an end to this bloody tragedy.

While we reaffirm our commitment and our support for the Annan plan with its six points, we appreciate all the efforts that have been made either by the Arab League or through the Organization of Islamic cooperation and the United Nations and the Friends of Syria group, However, we stress at the same time that words and statements of condemnation no longer do any good, and now we have to work on the transition to a phase of more efficient mechanisms of action with the international community to ensure a fast stop of the bloodshed and the preservation of Syria, its resources and the interests of its people in furtherance of security and stability which is an integral part of our security and stability.

We also are required in front of the growing displacement of the Syrian people to shelters neighboring countries to double our efforts with the international community for providing more humanitarian assistance that will relieve the pain and suffering of those displaced people.

Your Majesties, Excellencies and Highnesses,,,

We meet at the Holy Mosque in Mecca, our hearts and feelings hover toward Al-Aqsa Mosque which is groaning under the brutal Israeli occupation, and looking forward to us with hope for the day when it is freed from the filth of the brutal occupation and return to the bosom of his Islamic nation. This would be possible only through just and comprehensive peace, which requires us to pressure Israel to compel it to comply with the resolutions of international legitimacy, the cessation of settlement and the establishment of an independent Palestinian state according to the principle of land for peace and the Arab initiative.

Today, we are required to urge the peace sponsoring states, the Security Council and the entire international community to carry out their responsibilities in pressuring Israel to do that. We have also to urge the international community to put the peace efforts at the forefront of its interest after the notable retract in its interest in this matter.

Your Majesties, Excellencies and Highnesses,,,

We renew the call for friendly Islamic Republic of Iran to respond to the international efforts aiming to reach a comprehensive political settlement of its nuclear program, and to respond to the requirements of the International Atomic Energy Agency (IAEA) out of our desire that security and stability prevail in the region, to spare it all the manifestations of tension. We also call upon friends in Iran to stay away from statements that do not serve the efforts aimed to achieve normal relations with other countries in the region based on a commitment not to interfere with internal affairs, respect for the sovereignty of States, and a commitment to international principles and conventions, to be able to direct our region toward growth, stability and prosperity, having suffered brutal wars that undermined its security and stability for decades, and disrupted our efforts to develop our homelands.

Your Majesties, Excellencies and Highnesses,,,

The suffering of the Muslims in Myanmar and the persecution, torture, oppression and marginalization they suffer in the form of burning their homes and their mosques and their displacement can only be described as ethnic cleansing that violates all international conventions, divine religions and human rights principles.

We as a Muslim and human society are required to exert further efforts with international organizations to ensure the rights of Muslims in Myanmar.

My country Kuwait was among the first to condemn these abusive practices and asked the government Myanmar to work on maintaining the legitimate rights of the Muslims there and has taken the necessary arrangements to send aid to them, hoping to be able to provide such assistance and deliver to the beneficiaries.

In this regard, we propose to assign to the Islamic Troika the task of contacting the Government of Myanmar, the concerned international organizations and other effective countries to stop the suffering of the Muslims in Myanmar and ensure their legitimate rights.

We view with concern to the terrorist acts witnessed by the Republic of Mali and confirm our condemnation of these acts as we affirm our support to the Transitional Government of National Unity to preserve the unity, integrity and sovereignty of the Republic of Mali, and we call for providing the support and assistance necessary to enable it to achieve this.

Oh God, we pray to you in compliance with the Quran saying "Pray to me, and I will answer you".

We ask You in these blessed days to guide our efforts, to reconcile and make up between our hearts and unite our word on the right, O Allah, make us successful for the good of our countries and our peoples and guide our efforts to raise the banner of religion and to maintain the blood of Muslims.

I also appreciate your proposal to establish a center for dialogue between the sects and support you in this concern, and we hope that this proposal will serve our Islamic nation by enhancing the unity, cohesion and solidarity.

In conclusion, I reiterate my thanks to my brother the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz and the Government of the Kingdom of Saudi Arabia and its dear people.

Thank you my brother the Custodian of the Two Holy Mosques for the care and wonderful services you provide to the pilgrims and the visitors of the Holy Mosque, which we witnessed up close through our presence in Mecca, which made this blessed place a workshop working day and night in order to complete expansion projects as soon as possible and to facilitate the pilgrims the performance of their rituals.

This, God willing, will be in your favor to Allah, and will be registered in history as a pioneering work and outstanding service to the Islamic nation to perform their religious rites with ease and comfort.
