Dear Brothers and Sisters,

His Highness the Amir entrusted me to deliver this speech on his behalf in the occasion of the 50th anniversary of the Kuwaiti constitution. It pleases me to congratulate you all with this memorial event, which took place on the 11th of November 1962, with an introduction that glows with light:

“Out of the desire of completing the foundations of democratic rule for our beloved country, its role within the course of Arab nationalism, serving international peace and human civilization, pursuing a better future that grants the citizens more welfare and international esteem as well as political freedom, equality and social justice, and fosters the pillars Arab dignity, social interests, deliberation and for keeping the unity and stability of our country…”

This was the introduction of the constitution, which adequately summarized all the reasons of Kuwait’s need for a constitution.

Brothers and Sisters,

49 years ago, Kuwait set the constitution that organizes state laws, different aspects of life therein, and fosters the democratic prospectus in which Kuwait’s leadership and people believe.

The Kuwaiti constitution materialized the dignity of those described by Allah Almighty in His Holy Book (and whose affair is determined via consultation among themselves).

The people of Kuwait lived for generations as brothers, dominated by love and rapport, unified by the ties of common destiny, sharing the same views, loving to their homeland, sacrificing for it, embodying the spirit the one family connecting the leadership with the people, and abiding to their noble values.
This fact, which is part of the Arab authenticity - as stated in the explanatory memorandum of the constitution – was not affected by the invented protocols accumulations in other countries which separated the ruler from his people. The provisions of the constitution established the original values and principles of the Kuwaiti people, most important of which is that the rule in Kuwait is democratic, that domination is for the nation which is the source of all powers, justice, freedom and equality are the pillars of the society, the state guarantees security and tranquility, equal opportunities for all citizens, people are equal in dignity and before the law as for common rights and duties, with no discrimination among them because of sex, origin, language or religion. This assures that democracy is deeply rooted in this country.

Kuwaiti democracy embodied one of the most major cultural manifestations which is believing in the freedom of women, their right to express, work, holding leading positions, and practicing their vital role in building the society. Kuwaiti women preceded many others in the region in obtaining their political, social and economic rights, and participating with their fellow men in shouldering the burdens of responsibility in different fields.

Brothers and Sisters,

This constitution became the real guarantee the for the stability of the political system in Kuwait, and the main pillar for the security of the country. The provisions of the constitution foster the democratic provision that materializes national values, and under its principles freedom and democracy are practiced as a course toward building and achievement to support the elements of the state, increase its strength, and unify its components. This was reiterated by His Highness in several occasions, who ads that he personally protects the constitution in embodiment of a strong and deeply rooted belief in the democratic course, roots of which were deeply implanted by our ancestor Sheiks and citizens.

In this occasion, we recall with appreciation all ancestors who laid for us the real guarantee for stability, and saved us what other surrounding Arab countries witness. Authors of the constitution had a broad vision in consolidating and framing the democratic course till it became an automatic practice and a cultural characteristic of our Kuwaiti society.

The constitution specified the separating limits between powers as a guarantee for preventing intervention among them. It was keen to grant the legislative power its suitable position to remain always proud of its supervisory role leading to reform and righteousness. It also laid the basis of supporting and activating its required cooperation with the executive power, within a frame of the original values dominating our Kuwaiti society, particularly elevating the language of debate to be characterized with rapport, brotherhood, respect and control. This provides for the continuity of development in different fields, in a manner that reflects the hopes and anticipations of the citizens toward a secure present and promising future.

Pursuant to this constitution, we have to work on making the essence of our democracy pure so that our democratic practice shall be an example from all perspectives. This could only be achieved through maintaining our constitution through true commitment to its provisions, initializing wisdom, raising the voice of right and responsibility, perusing constructive dialogue, adopting fruitful cooperation, believing that our national unity is the stem of our power.

We have to learn from lessons and experiences that we and others around us have passed through. We have no way but to work seriously with hope and optimism to make Kuwait interest above all. H.H, the father of all, the guarantor and protector of the constitution provided in the Sublime Articulation during the current inauguration of the Parliament advices and instructions to correct our parliamentary process, and enhance its role in realizing the national objectives in all fields to regain Kuwait’s position and achieve progress and prosperity to its people.

H.H has followed up the political movement with full accuracy and responsibility. He affirmed his deep belief in constitution and that the constitutional tools are enough to handle all our issues away from chaos and hindering the development process in the country ( That is because Allah would not change a favor which He had bestowed upon a people until they change what is within themselves. And indeed, Allah is Hearing and Knowing).

Brothers and Sisters,

Perhaps we are all aware of the critical situation in our country, the regional and worldwide arena, and that the gravity and the repercussions of the economic crisis require us to correct the path, initializing the national interest. Allah bestowed upon us potentials as well as commitments and duties. We are on the threshold of a new era of parliamentary work, we are in need of activating cooperation,  set our faith in Allah to realize further achievement that meet the peoples’ aspirations and uplifting our precious Kuwait to its designated position.

May Allah bestow success on us, protect Kuwait and its people under the leadership of H.H the Amir and H.H the crown Prince.
