Your Excellencies,

I am pleased, personally and on behalf of the government and people of the State of Kuwait, to extend my sincere thanks and gratitude to the great Socialist People’s Libyan Arab Jamahiriya, its leadership and its people, its leadership and its people, for hosting our exceptional summit, and to praise the great and outstanding efforts exerted by the Leader Muammar Al Gaddafi for providing all possible means for the success of this Summit, which reflects his keenness toward the future of mutual Arab work, and his realization of the volume of challenges confronted by our Arab nation, wishing our efforts all the success.

Your Royal Majesties and Highnesses,


This conference is held in view of challenges facing the Arab regional security, which urges us to seek a horizon for enhancing such security, particularly in view of the contemporary regional and international challenges.

This makes our summit exceptionally important, particularly as it comes within the course of seeking means of developing mutual Arab work, fully supported by the State of Kuwait, based on the fact that the Arab league is the common house of all Arabs, and that it represents a pivotal cornerstone in defending the interests of our great Arab nations' security.

Based on this, my country reaffirms the importance of enhancing the mechanisms of mutual Arab work and preventing ambivalence in the existing organizations that may hinder the sustainable course of the league we are keen to maintain.

The State of Kuwait believes that the development of the matrix of mutual Arab work should mainly concentrate on the creation of a true economic partnership, and achievement of economic and social integration among Arab countries.

This was the foundation of our hosting of the Economic, Development and Social Summit held in the State of Kuwait in January 2009. I seize this opportunity to express our anticipation of the next Economic, Development and Social Summit to be held in the Arab Republic of Egypt in January 2011.

Keenness toward the Arab league as the house of all Arabs requires us to seek to solve any controversial issues that may hinder the course of our profound foundation.

Therefore, Kuwait affirms the need to grant utmost priority to the realization of Arab solidarity and the harmonization of Arab interests.

Without such facts and bases, no mutual Arab work shall achieve its anticipated results and objectives.

The international circumstances and changes, and their effects on the world in general and on our Arab world in particular require a keen and through study of any new project, explaining its goals, expected benefits, and the negatives it may confront to enable us identify means of treating and avoiding them.

The State of Kuwait follows with great concern the situation in Iraq, and expresses its hopes that Iraqis will succeed in creating an Iraqi government capable of achieving the hopes and anticipations of its people for stability and security, and setting comprehensive development programs capable of materializing prosperity for them.

The State of Kuwait followed with close interest the developments of the Middle East peace talks between the Palestinians and the Israelis, which was doomed to be unsuccessful due to the Israeli adamant and its insistence on the barbarian settlement policy.

In this concern, we call upon the international players, particularly the United States in its capacity as a sponsor of the peace process, the International Quartette, the European Union, and the national community to practice pressure on Israel to force it cease settlement, and accept the resolution of international legitimacy in achievement of the just and comprehensive peace we all hope for.

Such peace shall not be possible but through the establishment of the Palestinian state, the principle of land for peace, and the Arab initiative.

Lebanon is experiencing critical circumstances that require exerting cooperative efforts for pacification to achieve the security and stability for Lebanon.

We are also closely following the developments on the Sudanese arena, and the current preparation for the referendum in the south, which we hope to be held in peaceful and stable atmospheres where all parties have the opportunity to play their role and freely express their opinions. We wish the Sudan security and stability, and highly appreciate the generous efforts exerted by the State of Qatar under the leadership of His Highness Sheikh Hamad Bin Khalifa Al Thani in the issue of Darfur, and wish it all the success.

We are following with concern the developments of the Iranian nuclear file.

While we assure the right of Iran and the other states in the area to use the nuclear power for peaceful purposes within the criteria of International Atomic Energy Agency, we assure our steady stance regarding the importance of abiding with the rules of international legitimacy toward that file, and the necessity to solve it in peaceful means.

In this concern, we call for making the Middle East a nuclear free from mass destruction weapons.

We also call upon the Islamic republic of Iran to respond to the international efforts seeking to reach a political arrangement that achieves security and stability of the area, and applying such criteria upon all countries in the region, including Israel.

We pray to Allah Almighty to bless our summit with success, and to guide our steps for serving our Arab nation, its interests and its sublimity.
