In the name of God the Merciful the compationate.

" Among the believers are men true to what they promised Allah among them is he who has fulfilled his vow [ to the death ], and among them is he who awaits [ his chance ]. And they did not alter [ the terms of their commitment ] by any alteration "

Brothers, respectful speaker and members of parlimant.
May God's peace, mercy and blessing be upon you all.

We meet today in sadness and grief at the passing of a man who united us in his love, His Highness the Amir Sheikh Jaber Al-Ahmed Al Sabah. May God's mercy be upon him.

He was a just Amir, a wise captain and a unique leader, the like of which is rare. He loved his country with a real passion, and it was he who said "Kuwait's existence is eternal, ours is transitional".

Our dearly departed Amir was a man of true faith, a moderate and wise individual and an original thinker - the builder of modern Kuwait. He supported freedom and democracy, combined tradition with modernity and was a strong advocate of the role science and education played in progress.

He had the drive and initiative that spurred Kuwait forward regionally and internationally. He was steadfast in his support of fellow Arabic and Islamic nations, and the worlds' just causes. His name will be etched in the memory of Kuwaitis forever, and his character will be used as a shining example. We will always try to follow in his footsteps.

I am proud to bear the trust you have bestowed upon me. It is a true and sacred honour. I thank the people of Kuwait for putting their country's interest above their own and for their pride in Kuwait's past, in our constitution and in democracy.

On behalf of myself and the people of Kuwait, I would like to express my support for and appreciation of His Highness Sheikh Saad Al- Abdullah Al- Sabah, the man who sacrificed his time, effort and health for his country. The Iraqi invasion merely strengthened his determination to pursue Kuwait's liberation and reconstruction. He stood side by side with His Highness the late Amir, who was his partner during both the good times and the bad times. He will always have an important place in our hearts and minds. It is only his health that forced him to rest, but the history books of Kuwait will remember him with affection, respect and love.

The last few days have been difficult for Kuwait. Although it was a painful time, the outcome is positive and shows that democracy and constitutional legitimacy have triumphed. To the Kuwaiti people, these events symbolize the importance of national unity, to parliament, they illustrate the importance of national interest and to the ruling family they show the importance of national principles. Together with the Kuwaiti people, we will start to write a new page in the annals of Kuwait. We look forward to a future that is bright with promise and fresh with new experiences.

We have many hopes but we also face many challenges. It is obvious that our region is going through a difficult time, but we cannot escape change. If we are to reach our country's potential, then there must be constant cooperation between the legislative and executive branches of our government. A consensus is the only way we will be able to encourage the development of our country. We must put aside tribal and sectarian loyalties and work for the good of our country as a whole, for the national will, so that Kuwait will be the winner not an individual.

I am confident that with God's help, the guidance of our religion and sharia'a, the lessons we have learnt from our predecessors and sheer determination, we will achieve Kuwait's enduring prosperity and glory.
