in The Opening Ceremonies of the Thirtieth Session of the Supreme
Council of the GCC Countries during the period 14-15 December 2009
in the State of Kuwait



In the Name of Allah, Most Gracious, Most Merciful Praise be to Allah, Lord of the Universes, and peace be upon the most honourable Messenger, our Prophet Mohammed, His Family, His Companions and His Followers till the day of judgement.



Dear Brother, the Custodian of the Two Holy Mosques,

Dear brothers, Their Majesties and Highnesses,

His Excellency the Secretary General of the Gulf Cooperation Council,

Honourable Guests,



Assalamu Alikom wa Rahmatu Allahi wa Barakatuh



It is a pride and pleasure for the people of Kuwait and for me personally to have you among us as dear brothers and honourable family members in a blessed meeting that gathers us in the thirtieth session of the Supreme Council of the GCC Cooperation Council. In the name of Allah and with His blessings we inaugurate our meetings praying to Allah Almighty to help us achieve our hopes and the hopes of our peoples.

We would like to seize this occasion to express our extreme appreciation and gratitude to the brotherly Sultanate of Oman under the leadership of our dear brother His Majesty Sultan Qaboos bin Saeed for the great efforts exerted by His Majesty and by the Sultanate in the follow up and execution of the resolutions of the twenty ninth session of the Supreme Council, which contributed in the achievement and execution of these resolutions. In the meantime, putting into consideration the urgent circumstances that hindered His Majesty from attending and participating in the Summit.

 

We are pleased as well to extend our felicitation to our dear brother the Custodian of Two Holy Mosques King Abdullah bin Abdul Aziz Al Saud on the return of a dear brother to us all His Royal Highness Prince Sultan bin Abdul Aziz Al Saud, the Crown Prince, Deputy Prime Minister, Minister of Defense and Aviation and Inspector General, back to his homeland safe and sound. We pray to Allah Almighty to bestow plentiful of health on His Highness to carry on his endeavor in serving his country.

 

Dear Brothers,

Holding the thirtieth session of the Supreme Council of the GCC countries that the State of Kuwait is honoured to host, represents a blessed brick in this lofty edifice, and a constructive addition to its course, which obtained the care and interest of their Majesties and Highnesses the Leaders of the GCC all along three decades. Their continuous giving and hard work enabled the Gulf Cooperation Council of the Arabian Gulf Countries to obtain a supreme position among its counterpart regional and international organizations. Since its establishment, the GCC gained the respect and appreciation on both the regional and international levels in its relations with the Arab countries, the Islamic nation and the international community, further to its materialization of the hopes and anticipations of its peoples towards realizing a genuine Gulf citizenship.

 

The blessed course of our council, which is based on concrete foundations and principles of constructive cooperation through consultancy, exchange of opinions and views in a realistic and objective manner is mainly concerned with serving the citizens of GCC countries and achieving more gains for them, particularly those relevant to economic development and social welfare. Our celebration today of the inauguration of the electrical connection among GCC countries, and our intention to commence the time frame for the monetary union agreement as well as the establishment of the GCC railway authority are all embodiments of our keenness to materialize more achievements and gains.

 

We have an agenda brimful with political, economic, social and cultural issues, in addition to developmental projects of interest to the GCC countries, which require deliberation, approval and follow up for the good and interest of our peoples.

 

Dear Brothers,

We all reject the aggression of some sneakers on the brotherly Kingdom of Saudi Arabia, targeting its sovereignty and its security. Therefore, we reiterate our condemnation and reprobation of such aggressions and hostilities. We support and shore our Saudi brothers in all the procedures they take for defending the sovereignty and security of the brotherly Kingdom of Saudi Arabia, and protecting and maintaining its territories. Meanwhile, we accentuate the wisdom of our brother the Custodian of the Two Holy Mosques His Majesty King Abdullah bin Abdul Aziz Al Saud for his wise instructions in dealing with that aggression, assuring that any violation of the security and stability of the brotherly Kingdom of Saudi Arabia, represents an aggression on the security of all GCC countries.

 

On the same base, we look forward that security and stability prevail in the brotherly Republic of Yemen under the leadership of our brother President Ali Abdullah Saleh in order to conscript all efforts and possibilities toward the requirements of development, to achieve further advancement and prosperity for the brotherly Yemeni people and to maintain Yemen’s unity and sovereignty over its territories.

 

Dear Brothers,

We follow with great concern the terrorist actions undergone in the brotherly Iraq, represented in the explosion of a number of governmental organizations and installations, which yielded several victims of the sons of the Iraqi people. In this concern, we reiterate our strong condemnation and reprobation of these terrorist attacks. We call upon the brothers to unify together leaving no opportunity for whoever seeks to break off Iraq’s stability and security. We look forward to the continuity of the political process in Iraq reaching the execution of parliamentary elections in democratic and stable atmospheres to realize security, stability, political harmony, and economic development for the Iraqi people.

 

We also follow with great sorrow and agony the disagreement between the Palestinian brothers tearing their unity and what it has entailed of agitation to their suffering. It has represented an opportune chance for Israel to show further obstinacy and bragging to restrain all efforts aiming at the realization of just, comprehensive and permanent peace

 

We reiterate our invitation to our brothers in the occupied Arab territories to put their disputes aside, and to devote all their efforts toward the serious work for serving their just case, for securing unity of the land, restoration of the legal rights of the Palestinian people, and establishing its independent state with Jerusalem as a capital. We also renew our invitation to the international community to shoulder its liabilities toward a qualitative movement on the course of this question, and to practice pressure on Israel for the complete withdrawal from the occupied Arab territories and for immediate cease of building settlement and threatening the Aqsa mosque.

 

On the regional framework, we call for solving Iranian nuclear crisis through dialogue and peaceful means. We also call for commitment to the international legitimate principles that paves the way to achieve a peaceful reconciliation for this portfolio, to provide reassurance and confidence and contribute in maintaining security and stability in the region..

 

Dear Brothers,

Within this ocean of political and economic challenges, both regionally and internationally, we are in a dare need to intensify our efforts for enhancing our mutual Gulf work to confront all these challenges, adhering to the ideals and principles that distinguished our work, the willingness and determination on developing our organization and following up the execution of our resolutions and projects, for achievement of the anticipations of our states and peoples.

 

In conclusion, I would like to commend the efforts of His Excellency the Secretary General, his assistants, and all the staff of the general secretariat for their efforts in preparing and organizing this session, expressing our sincere thanks and appreciation.

 

We pray to Allah Almighty to bless us and guide our steps toward the achievement of all our anticipations and the objectives and goals we are working for to better enhance the security of our states, and the prosperity of our peoples for He is the All-Hearing and Answerer.
