His highness the Amir of the country, Sheikh Sabah Al Ahmed, is the fifteenth ruler of the Al Sabah dynasty and the fifth prince in the constitutional path of the State.
He was assigned head of the State on 29 January 2006, after the members of the National Assembly unanimously voted for him during a special session. As soon as he was chosen prince and after his taking the oath, the first thing he did was promise the Kuwaiti people that he shall bear responsibility and he confirmed that he shall work for the benefit of Kuwait and its people.
He called everyone to work for turning Kuwait into a modern country, armed with knowledge and education, with a strong sense of cooperation, brotherhood and harmony. He also called to achieving equality between the people with regard to rights and obligations. He insisted in his speech on the necessity of maintaining democracy, freedom of opinion and expression.
In his speech which he addressed to the Kuwaiti people, he insisted on that "the leader cannot succeed without the true and effective cooperation of his people". He called the citizens to put the interest of their nation before their own interests and to ignore their individual benefits in return for achieving public interests. He also called them to abide by the law and regulations and to protect the interest of the nation, its property and its accomplishments.
His Highness, Sheikh Sabah Al Ahmed Al Jaber Al Sabah, was born in 1928. He is the fourth son of the Amir of Kuwait, the late Sheikh Ahmed Al Jaber Al Sabah.
He attended Al Mubarkiya School, and his father, Sheikh Ahmed Al Jaber Al Sabah, sent him to several countries to attain his education and to acquire experience and political skills as well as become acquainted with several European and Asian countries.
His Highness started his political activity in 19 July 1954, when the late Sheikh Abdullah Al Salem issued an order to assign him as a member at the supreme executive committee, which is responsible for regulating the official state departments. He was later assigned as the director of the social affairs and labor department in 1955. In 1957, he was also assigned as the director of the printing and publishing department.
Following the independence of the State of Kuwait in 1961 and the formation of the first government, the departments were referred to the ministries. His Highness Sheikh Sabah Al Ahmed, may Allah protect him, was assigned as a minister for the first time as the Minister of Development in 1962, i.e. during the rule of the late Sheikh Abdullah Al Salem Al Sabah. He was also a member of the constitutional committee which was assigned to prepare the constitution, as he was a member of the government.
He then was assigned as the Minister of Foreign Affairs in 1963. He participated in raising the Kuwaiti flag in New York, announcing the joining of Kuwait in the United Nations. He gave a speech before the UN in this occasion, where he said that "the Kuwaiti participation in the international activity clearly indicates that independence and membership in the UN are not the end, but rather the means of participating in the responsibility so as to achieve a better life for its people and the peoples of other countries."
Ever since that event, and almost each year, with the opening of the session of the general assembly of the UN in September, Kuwait participates by means of an official delegation headed by Sheikh Sabah Al Ahmed to give a speech on behalf of the State of Kuwait before the general assembly and to make a series of dialogues with the ministers of foreign affairs of other nations. His Highness had succeeded in enhancing the Kuwaiti relations with the UN and its organizations and the member states.
Balance and impartiality... an approach and a means... This is diplomatic direction followed by Sheikh Sabah Al Ahmed and which had been very fruitful in the darkest of times, i.e. the invasion of Kuwait by the Iraqi state, on 2 August 1990. One of the most prominent aspects of the balanced policy of his Highness was represented in the group of decisions issued by the UN under the seventh chapter of the charter of the UN, which is the use of force for executing its decisions. The formation of a coalition force, of more than 32 member states, was another positive result of his policy.
Before that, His Highness Sheikh Sabah Al Ahmed led the Kuwaiti Diplomacy with success and ability and maintained its stability during the difficult times which the Gulf Region and the Middle East went through.
Sheikh Sabah Al Ahmed Al Sabah proved his right to the rank of Kuwaiti politician and Diplomat, for he was able, through his leadership of Kuwaiti diplomacy, to connect Kuwait diplomatically and strategically to the outer world. Kuwait hosted more than (95) representatives for embassies, consular departments, international and regional organizations and it exchanged with them diplomatic and consular representation. This reflects the success achieved by his diplomacy.
His Highness held responsibility for it all and he was always competent and appreciated. He aimed at developing and renewing the internal and external policies of the country in accordance with the developments and changes which had occurred to the regional and international situations during the past years.
Then, Sheikh Sabah Al Ahmed became the prime minister on 13 July 2003. His new direction was an amalgamation of foreign diplomacy and economic diplomacy to lead Kuwait into a new era of development, progress and advancement.
During the term starting July 2003 until 20 January 2006, His Highness devoted his efforts to head start the comprehensive development operation, political and economic reform and social wellbeing in all aspects and for all the citizens.
After the decease of the late Sheikh Jaber Al Ahmed Al Sabah, His Highness Sheikh Sabah Al Ahmed Al Sabah was chosen Amir of the country on 29 January 2006 by the members of the National Assembly to lead Kuwait forward. The most beautiful words that His Highness said before the Assembly were as follows:
"Let us work... for a new Kuwait, full of confidence, purpose, and might... Let us move forward, in a time that never stops and never waits..."
