His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah inaugurated on Tuesday the second session of the 12th legislative term of the National Assembly (Parliament).

His Highness the Amir, in his address to the assembly, reminded the MPs of his statement to the parliament in the first session, where "I had talked to you candidly as a brother and a father.

"We may remember contents of that address on significance of the (national) unity, basic national interests, application of the laws, necessity of positive cooperation between the legislative and executive authorities, maintaining "wise" ties with surrounding states, basics for the scientific development and planning and necessity of assessing previous experiences for sake of serving the higher (national) objectives."

His Highness the Amir also noted that he had addressed the legislators and the people of the country on the occasion of the last days of the fasting month of Ramadan, last September, where he had affirmed these basic national guidelines.

"Although the member of the National Assembly is free to express his opinions under the ceiling of the parliament building, this should be in line with the public interests and the constitutional rules that specify the limits and jurisdictions of each power, thus there should be no intersection of the jurisdictions (among the authorities," Sheikh Sabah added in his televised address.

"I have explained more than once that the appointment of the prime minister and the ministers is a right enjoyed solely by the Amir, according to the provisions of the Constitution, and no one should infringe on this right. I also would not accept under any excuse any infringement on the national unity, with regard of its security, political, social and economic dimensions, or any identical bid against the judicial authority or the unity of the national ranks, by means of inciting sectarian and tribal sensations.

"Kuwait's security, stability, prosperity and independence of its judiciary constitute a collective responsibility upon our shoulders."

Sheikh Sabah called for vigilance vis-a-vis current regional and international sensitive circumstances that also warrant "protection of the internal front and standing in the face of the discords that break up the national ranks. The responsibility of protecting the security and prosperity of the homeland should be shouldered by everyone.. Kuwait is for those who are faithful." His Highness the Amir called for brushing aside "the sentiments of hatred and disputes so that to preserve the accomplishments of our dear homeland."

Addressing the national media, Sheikh Sabah called for giving prior consideration to the higher national interests for sake of protecting the security and stability of the homeland. Journalists should be accurate in reporting and criticizing, should reveal the flaws without exaggeration and raise questions without deviation, Sheikh Sabah said in his guidelines to the press corps.

Sheikh Sabah affirmed the role of the national media and press for "enlightening the public for boosting the contribution in the development efforts and faithfulness to the homeland, maintain the great values of our societies, spread sentiments of compassion among the people, help in establishing bridges of friendship with sisterly and friendly states and avert anything that might strain the ties with these countries.

"We wish that our media outlets be good means for construction."

Hard conditions affecting the world economy, particularly the financial sector, nowadays, warrant rallying all possible efforts to withstand the negative effects, His Highness the Amir said, adding, "The Kuwaiti economy is not immune in the face of these risks despite its strength and its ability of coping with the repercussions of the crisis.." Sheikh Sabah indicated that the national economy would survive the global financial crisis with minimum losses, considering previous identical experiences. "But this should not discourage us from pondering the enacting of new legislations and setting up effective systems that protect and safeguard our economy against such fallouts in the future," he added.

He indicated at recent government measures, intended to maintain the national economy and bolster "the confidence in our financial establishments and the economic system." His Highness called for diversifying the income resources and giving the private sector a greater role in the development of the country, without laying obstacles "or raising suspicions with no proofs in the face of our mega development ventures." "I have repeatedly called for taking advantage of the opportunities where the oil prices rise for sake of building a solid and diversified national economy, develop new economic activities based on the effectiveness and productivity of the Kuwaiti national and bolstering his competition potentials in line with the sustainable development on the basis of a clear government program.

"We have been lagging behind on the path of development and progress and any justifications to waste more time and potentials can no longer be accepted." Sheikh Sabah cautioned that the "financial surpluses" resulting from sale of oil at high prices "might prove misleading and temporary," noting that the future of the next generations should be guaranteed through the rational exploitation of the financial surpluses and well-calculated expenditure.

"Let's render the questions of boosting the skills of the Kuwaiti nationals and the economic openness be the title of the coming period of time ... For the challenges ahead of us are enormous and numerous, and we are all concerned at facing them, each in his (her) position."
