His Highness the Amir arrived at 10:30 a.m. and was welcomed by Minister of Education and Minister of Higher Education Nouriya Subeeh Al-Subeeh and PAAET Director General Dr. Yaqoub Al-Sayed Yousef Al-Rifai.

Attending the ceremony was His Highness the Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, members of the ruling family, His Highness the Prime Minister Sheikh Nasser Al-Mohammad Al-Ahmad Al-Sabah, First Deputy Prime Minister and Defense Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah, Minister of Amiri Diwan Affairs Sheikh Nasser Sabah Al-Ahmad Al-Sabah, top state officials, graduates' family members and citizens.

The ceremony began with the national anthem and the recitation from the Holy Qur'an, followed by a speech by the education minister in which she noted the "unprecedented" interest of His Highness the Amir in the development of education and the wisdom with which he "guides the country's ship, in the midst of the waves of change sweeping this world, to the shores of safety and toward prosperity." She noted that PAAET was established in 1982 to achieve a "greater strategic goal which is to prepare the Kuwaiti citizen for active contribution to sustainable development." PAAET, she said, worked to supply both the public and private sectors with skilled people that would serve to boost social and economic development, noting that up to lat year, 132,000 graduates of the authority joined the labor market.

The minister added that PAAET encouraged youth to engage in vocational jobs so as to accommodate needs of the market and was keen on holding training courses to this effect.

Moreover, she said the outstanding PAAET graduates being honored here today were on the verge of entering a new phase of their lives, saying that they pledged to be loyal to their country and to contribute to its social development.

She concluded by congratulating the graduates, and prayed for the good health of His Highness the Amir so that he would continue to guide the country toward more advancement and stability.

This was followed by a speech delivered by PAAET director general, who lauded the support and encouragement of His Highness the Amir to his children, adding that his presence here today was "a moment of fatherly and national meanings." He said this moment revived capabilities for building a country that was more modern and secure, and able to keep up with the modern age "that only acknowledges experience and initiative, and only respects strength that is based on contemporize and people that have the ability to stand united behind their leaders." PAAET, he said, realized these principles and sought to place plans and projects accordingly, adding that the new structural outline of the authority would make sure that vacancies would be filled with qualified people and "form a comprehensive team that achieves the goals we aspire for." He added that the construction plan for PAAET was based on spreading out geographically and offering more technical options, such as the Constructions Institute inaugurated in Riqqa, as well as new branches for the Basic Education College and Business Studies College in Ardiya.

This spreading out of buildings has helped reduce traffic congestions and provides easier access to those living in areas that were far from the city center, adding that PAAET was working to implement programs that accommodated requirements of the labor market, he said.

And in this fast-changing world, the director general said PAAET now offered bachelors programs in environmental health and intensive care.

Later, the valedictorian speech was delivered by Nour Abdullah Al-Oraini, who said on behalf of her peers that they were honored to be "standing united" here today behind the country's leader.

Moreover, she pledged, on behalf of her peers, that they would stand together in the interest of national unity, and thanked His Highness the Amir for honoring them here today. She prayed that Almighty Allah would protect Kuwait, its leader, government and people from all harm.

After the speeches, His Highness the Amir distributed the certificates to the outstanding students, and then he was presented with a commemorative gift on this occasion.
