About Summit

Statement delivered by His Excellency U Thant Kyaw,
Deputy Minister for Foreign Affairs of the Republic of the Union of Myanmar
at the 1st ACD Summit - 17th October 2012


His Highness the Amir of Kuwait,,,

First of all, allow me to express my deepest appreciation to His Highness the Amir and the people of Kuwait for the warm hospitality and excellent arrangements accorded to us at this important Summit.

I would also like to express a warm welcome to the Islamic Republic of Afghanistan as it joins the ACD as the 32nd member.

After going through over a decade, it is encouraging that our aspiration to inaugurate ACD to the level of a continent-wide forum to consolidate Asia's diverse strength has become a reality. We are hopeful that ACD could bring about the rise of Asia and significantly enhance the socio-economic lives of Asian community.

As ACD is made up of countries with development disparity, we are fully supportive of the mechanism to forge close cooperation among the member countries in the framework of the 20 cooperation areas. The food and energy insecurities remain as causes of concern for many countries of the world. With the combined strength of energy resources and agricultural resources endowed by the member countries} I am confident that our collaborations under the auspices of the ACD will be able to spare the region from the threat of economic crises.

In this context, we welcome the regional connectivity initiative. We are pleased to note that} with the expertise from the cooperation areas, the Blueprint for the initiative will be prepared by the Working Group.
I would also like to renew, at this point, our appreciation on the progress of the 20 identified areas of cooperation. We wish to thank the host countries for undertaking various events related to the ACD projects.
To promote the trade cooperation among the ACD members, my delegation holds the view that meetings and business matching between the private sectors should be more encouraged by means of regional trade fairs and exhibitions. We also look forward to closer interactions among our individual chambers of commerce and industries.

Since taking office, Myanmar government gives priority to the social economic betterment of the rural population and the development of the agricultural sector which basically need technological and research inputs, in addition to traditional knowledge and ecological conservation. As an ACD co-prime mover of agriculture, we welcome and appreciate the cooperation of the ACD members in the fields of agricultural biotechnology, post harvest technology and renewable energy.

The frequent occurrence of natural disasters in Asia region signify the need to put more emphasis on disaster management in the region. We commend the proposal in the draft Declaration to work together on disaster preparation and management, particularly with the view to enhancing regional disaster relief, rapid response capabilities and effective humanitarian assistance.

In this age of globalization, Myanmar considers that closer cooperation among ACD countries is essential to meet the new challenges we face. In this regard, Myanmar welcomes a proposal of Thailand to discuss ACD regional connectivity Policy and to consider preparing a Blueprint on ACD Enhanced Regional Connectivity. As Myanmar is now ushering in a new era, we will be participating more actively in the activities of the ACD in various fields. At the same time, we will continue to work closely with other regional groupings, such as ASEAN, Greater Mekong Sub region (GMS) and BIMST-EC and LMI (Lower Mekong Initiative), both bilaterally and in the framework of regional groupings, to promote peace, stability and prosperity in the region.

I would like to conclude by expressing once again our profound thanks to the Government of Kuwait for successfully hosting the Summit. I am confident that under the wise vision of Kuwait, the image of ACD will continue to be strengthened.

We also like to congratulate Tajikistan on assuming the ACD Chairmanship and appreciate for its kind offer to host the 11th ACD Ministerial Meeting. Also our special thanks to the Kingdom of Thailand for its continuous commitments and efforts as the ACD Coordinator.
