Your Highness Sheikh Sabah AI-Ahmad AI-Jaber Al-Sabah the Amir of the State of Kuwait,
Your Excellencies,
Ladies and gentlemen,

On behalf of the President of the Kyrgyz Republic please allow me to express our heartfelt gratitude and sincere appreciation to His Highness the Amir of the State of Kuwait for his visionary initiative and wise leadership in inaugurating this historical 1 st ACD Summit. I would like to express to our Kuwaiti hosts our deepest appreciation for utmost hospitality and very warm welcome. I also wish to express appreciation to the Government of the Kingdom of Thailand for its role and capacity as coordinator of the ACD and warmly welcome our friendly Islamic Republic of Afghanistan as a new member of the ACD family.

Your Highness,

Today, ACD Member States face challenges that determine the importance of consolidation of our countries efforts and the need to further enrich practical cooperation within the ACD.

Particular attention should be paid to cooperation projects in energy, transport, education, culture, infrastructure, natural disaster management, tourism, agriculture and food security.

In this regard, we consider that the deepening of economic cooperation among the ACD member states should be the basis for further enhancing better coordination and cooperation within the Asian continent.

Your Highness, Excellencies,

Trade routes and the movement of goods and services are crucial to the development and progress of all nations. Development of efficient transport and communications are pivotal for economic integration. In this regard Kyrgyzstan undertaking a range of measures for integration of national transport networks, and facilitation of transit operations, both at regional and international levels, including: China - Kyrgyzstan - Uzbekistan trans-Asia railway project.
Considering vitality of energy and the economic and environmental issues, in the context of sustainable development, we think greater attention must also be paid to the importance of developing of sustainable, clean and renewable energy projects.

In this connection further collaboration in the implementation of joint projects, like CASA 1000-energy network project connecting Central and South Asia, will be of mutual benefit to all.

We also need to scale up investment and innovation in agriculture to attain more robust economic growth and sustainable development to ensure food security.

Promotion of cooperation in the cultural and educational sphere is another important and promising area of interaction. We welcome enhancing of cooperation in this field which allows people-to-people exchanges that enrich and strengthen the relations among the ACD member countries.

Uniting our efforts to address these issues would be a powerful incentive to strengthen the economic stability and prosperity for all the peoples of the Asian continent.

Finally, the issues of environmental safety bring new challenges in the world today; they need constant attention, comprehensive, well-coordinated and timely use of preventive actions at all levels - international, regional and national.

As part of our contribution to addressing the climate change problem, our country during Rio +20 announced hosting "Mountains and Climate" International conference in Bishkek in December 2012, which aims to discuss a common approach to deal with specific concerns relating to mountain ecosystems and livelihoods.

In conclusion, I express once again our sincere gratitude to His Highness Amir of Kuwait, government and the people of Kuwait for the kind invitation to participate in this first ACD Summit and for the warm welcome and utmost hospitality. Also I would like to congratulate our good neighbor the Republic of Tajikistan for taking over ACD Chairmanship.
