before the First ACD Summit State of Kuwait - 16th October 2012

Majesties,
Excellencies,
Ladies and Gentlemen,

It is a pleasure to participate today in the first ACD summit. I wish to express my sincere thanks and appreciation to the State of Kuwait and to His Highness Sheikh Sabah Al-Ahmed Al-Jaber Al-Sabah, for this kind invitation to participate in this important event, which is considered as a new visionary leap in the course of Asian Cooperation, for deepening and rooting partnership and integrity between the countries of the Asian Continent.

The initiative of His Highness the Amir of the State of Kuwait last year for holding this historical summit comes to crown ten years course of fruitful cooperation to uplift the level of the Asian continent in developmental, economic, commercial and cultural aspects, toward achievement of welfare and advancement of its peoples.

There is no doubt that the leading Asian developmental experience that was achieved in a relatively short time enabled the countries of the continent to enhance their competing capabilities in the international market, particularly in view of the natural and human resources it owns, and the civilizational and cultural diversity it witnesses, which all made it of a distinguished essence and enhanced its position as a growing economic power in our modern world.

I would like here to assure that Arab countries represent an important part of this area, and are considered as a strategic depth thereof. They also have a lot of civilizational and cultural common traits with the other Asian countries, which formed a strong foundation for establishing cooperation relations dependent on mutual respect and interest. It also made working for deepening partnership and cooperation relation between the two parties a vital request for facing the common challenges on both the political and economical levels, particularly concerning maintenance of regional safety and security in one hand and the realization of human security with all its economic, health and environmental dimensions on the other hand.

Based on this, Mr. Chairman, the Arab League was keen to enhance the ties of cooperation with different Asian and regional powers and blocks. Therefore, in 2004, it established the first forum for Arab Asian cooperation which is the “Arab Chinese Cooperation Forum”, after the steps of which many other cooperation forums drew, between the Arab countries and a number of the members of this forum, including : India, Russia, Japan, and countries of Mid-Asia.

I would like here to assure the keenness of the Arab League to continue the efforts exerted for enhancing communication, and deepening Arab Asian cooperation in service of the mutual interests of both parties, to cope with the aspirations and ambitions of the peoples of the area toward a better future.

Mr. Chairman,

We meet today in a phase wherein the Arab area and its Asian depth witnesses several challenges, crisis, border conflicts and armed confrontations. This sets us all in front of a shared historical responsibility that necessitate us to deepen the mechanisms of consultation and cooperation for finding peaceful solutions of such crisis we confront, based on the principle of peaceful coexistence, the principles of international law, and the provisions of the United Nations, and enable us to pass such hard phase, and drive our peoples to a new era of prosperity, development and stability. I would like in this concern to refer to the need to support the efforts aiming at finding a just solution for the Palestinian case in accordance with the resolutions of international legitimacy and the available initiations in this concern, to guarantee the establishment of the independent Palestinian state, stopping settlements, releasing prisoners, and ending all forms of occupation.

As for the worsening Syrian crisis, it reached an unbearable limit of violence, killing, destruction and all forms of human crisis. It is thus a must for the international community to coordinate its efforts and to exceed its differences to reach a peaceful solution of the crisis that maintains the unity, sovereignty, and stability of Syria, and achieves the anticipations of the Syrian peoples of freedom, democracy, just, and respect of human values.

Ladies and Gentlemen,

Achievement of regional stability requires us to boldly face the risks resulting from nuclear proliferation issues, and its clear and direct threat of regional security all over the Asian continent. In this concern, I would like to confirm the need to support the efforts seeking to free the Middle East area from nuclear weapons and other types of mass destruction weapons, particularly that we are about to hold an international conference in Helsinki in this coming December to discuss this issue, during which we look forward to the support of our friendly countries of Asia, in achievement of the requirements of safety and stability as basis of achieving comprehensive development of the peoples of the area.

It is also a source of concern that we notice border disputes among a number of the Asian countries. Such conflicts should be settled peacefully pursuant to the provisions of the UN Charter and the rules of international law for achievement of regional safety and security. We all have to work upon the enhancement of trust-building procedures among all the countries of the area, the domination of dialogue language, and cooperation to overcome all the obstacles and risks we confront.

Mr. Chairman,

In conclusion, I would like to reiterate my sincere thanks to the State of Kuwait for the hospitality, warm reception and excellent organization of this meeting, wishing the work of this summit all possible success in achieving their goals.
